Abstract: To standardize the bidding process in marine petroleum engineering, curb illegal practices such as bid-rigging and collusion, and enhance the quality and efficiency of project construction management, this study focuses on the marine petroleum engineering bidding as the research subject. By analyzing the current operational landscape and prominent issues in the industry, it systematically categorizes typical manifestations of misconduct and delves into the underlying causes of these problems. The research proposes targeted governance strategies and systematic improvement pathways, with the bidder compliance as the core, professional services from bidding agencies as the key, and credit supervision of tenderers as the priority. It clarifies the causal logic and key governance priorities of misconduct in marine petroleum engineering bidding, establishing a comprehensive framework involving multiple stakeholders. The findings provide theoretical insights and practical guidance for purifying the bidding market ecosystem and mitigating risks in the sector, thereby advancing the standardized, legalized, and high-quality development of marine petroleum engineering construction.
