Abstract: Under the new policy, in order to cope with the pressure of existing mining rights decline, the bidding competition for acquiring new mining rights, and the next round of mineral rights management policy reform, various oil companies have been put forward higher requirements. This paper sorts out the domestic mining rights policies and their changing trends in the past 40 years, and puts forward decision-making suggestions for the management of marine mineral rights: ① Implement the bidding, auction and listing response mechanism as soon as possible; ② Use big data of mineral rights management to study the pre-selected blocks in the sea area; ③Strive to make technological breakthroughs on new-type energy; ④ Actively learn new norms for reserves in order to protect existing mining rights. These measures have been reflected in the existing practices of some oil companies and have achieved certain results. The reform of the marine mine management policy is bound to be a rapid and continuous process. Facing pressure and opportunities, making decisions, improving source strategic layout, and improving management efficiency are of great strategic significance to ensure legal exploration and development.
