Abstract: Due to the great influence on the ocean environment and its high cost, it is necessary to establish laws and regulations for decommissioning of offshore oil and gas facilities. In UK, the decommissioning of offshore oil and gas facilities has been conducted orderly by establishing a unified supervision institution and imposing strict legal liabilities on the related parties. On the contrary, the laws and regulations for decommissioning of offshore oil and gas facilities in China are too simple to meet the complex conditions of decommissioning of offshore oil and gas facilities. Therefore, China can use the experience of UK for reference to constitute a legal framework for the offshore oil and gas facilities decommissioning.
