天然气海管半定量风险评价方法研究与应用

Research and Application of Semi-quantitative Risk Assessment Methods for Submarine Natural Gas Pipelines

  • 摘要: 天然气海管在实际运行过程中存在着诸多不利于管道安全运行的潜在风险,如第三方破坏、管道悬空、管道移位等。因此,需对天然气海管开展风险评价,识别出高风险管段,进而采取针对性的风险管控措施。基于半定量风险评价原理,研究适用于天然气海管的风险评价模型及风险评价指标,并以东海TWT-CEP至宁波终端天然气海底管道作为目标管道实施应用,揭示该管道的相对风险等级及相对风险排序。风险评价结果表明,该管道总体相对风险较小,但有5段约13 km管段位于中等风险区,需加强风险管控。该半定量风险评价方法有较好的操作性和可靠性,可应用于后续海底管道的风险评价,对实现天然气海管风险分级管理具有实际意义。

     

    Abstract: During the actual operations of submarine natural gas pipelines, there are many potential risks which are not conducive to the safety of the pipelines, such as third-party damages, pipeline suspensions, and pipeline displacements. Therefore, it is necessary for submarine natural gas pipelines to carry out the risk assessment, in order to identify high-risk pipeline sections and then take efficiency control measures. Based on the principle of semi-quantitative risk assessment, the risk model and evaluation indicators are studied, which is applicable to submarine natural gas pipelines, and the TWT-CEP to Ningbo terminal submarine pipeline as the target pipeline in the East China Sea. It reveals the relative risk level and relative risk ranking of the pipeline. The risk assessment results show that the overall relative risk of the pipeline is relatively small, but there are 5 sections (about 13 km) in medium risk and need a stronger risk control and management. This semi-quantitative risk assessment method has good operability and reliability, and has a practical significance for the risk ranking management of the East China Sea submarine natural gas pipelines.
